Land revenue and mortgages

In maharashtra, in many 7/12 extracts - in other rights column, there are entries regarding private mortgages which were made during 1950s to 1970s. The mortgagee persons are now not known to anybody, whether alive or not. The revenue officers say about an Act made in 1978 at the time of Nationalisation of Banks. According to them, private mortgages were abolished. But no revenue officer can tell about that Act. Can anyone tell me about that act? The name of Act ? Whether it is ccentral Act or state Act ? How to remove the entries in other rights column regarding private mortgages ( Taran Gahan )?
