Harassment at work

I am 53 years old lady Officer working in State Transport department. My native place is Hubli and I am unmarried. On promotion I have been transferred to Gulbarga. But here my MD is not granting me even half a days Casual Leave. He has issued me a Charge Sheet for going on half days CL on Karnataka Bandh's day i.e on 6/10/2012.(Our Office is opened only half day on every saturday) Further he also insists that I have to take his permission to avail general holidays and Sundays. But in case of other male Officers he is generously sanctioning leave and allow them to enjoy their week ends. I am thinking to lodge complaint before the women's association. please advise.
