Laws for tenant and paying guest owner

Is there any law with Maharashtra state govt that states the kind of agreement that should be in place b/w tenant and owner of a PG?
Lets say if an owner denies returning the deposit amount where can a tenant file his plea? and are there any laws that would support tenant?

Fact is that there was a dispute going on between PG owner and Society. The society members revealed that fact that they donot allow flats for commercial purposes and renting to bachelors, and even after knowing this flat owner had started PG in flat. Tenants were warned by society secretary to vacant flat immediately. When tenants came to know this they tried to vacant PG but PG owner denied to pay back their security deposit.
Now, query is how to claim that deposit legally. Can I go to consumer court for that?
