General power of attorney

Hello Sir,
My grand father and his brothers (5 members) made gpa to another person in 1987, four of them are signed in gpa. then he developed the area and sold to others. one of my grand fathers brother died in 1992. there are many sites which are sold after 1992.In that layout there is a road of 30 feet. which if we block the road we would get four 30*40 sites. still there will be 30 feet road to all the sites. can we block the road, as the layout plan has not been registered and the pani is still in our gran father's name. now three of our family's don't have a land to stay, as we are in rented houses.please help!
