Municipal cooperation water supply in flat

I’m a flat owner in Aurangabad(MS) where builder and land owner developed a building but we are always facing problems from land owner as he occupied parking with shops and terrace with flats and he also stopped common water supply.We launched previously case against him in court for parking, terrace and water supply but due to delay in proceeding he succeeded in harassment for water and due to that flat owners withdraw the case without any condition as per land owner wish. After that I took a new separate legal water supply connection from municipal cooperation for my flat and as per norms of municipal cooperation I gave this work to private licensed authorized plumber. But when I was taking water supply connection he started harassment and he stopped the work.
Now he is demanding 50000 rupees and NOC from me that I’ll never do case against him in future.
But I’m not ready to fulfill his condition. I approached to police but they are not showing interest and saying this civil matter. As water supply is essential commodity of life. Now I’m frustrated what I should do? Please give me suggestion so that I should get water supply as early as possible

You just have to approach the civil court to get injunction order for restraining him after that you can get a water connection from corporation.

you have to contact a local lawyer in aurnagabad . fil suit against the builder / Muncipal corporation . seek injunction against the builder

You should not only seek injunction against the owner but should also file a criminal case under section 133 of Criminal Procedure code before the local SDM Court so that he may never make such obstruction. You may also insert the matter of illegally occupying parking space etc. in the same criminal complaint. This illegal encroachment shall be removed with the force of law.

Thanks all, I have one query regarding criminal case as we launched previously application in municipal cooperation
against illegal encroachment but municipal cooperation not taking any action untill, Can we make party to municipal cooperation as well as in criminal case.
