Dear Sir, i had booked a plot in MP Housing board at Ujjain,in 2006,@ Rs.153000/-according to their advertisement.total amount i have deposited,timely.
In 2010,MP Housing board demanded Rs.153000/-more for allotment,just a double cost,i lodged a complaint in local consumer forum,decision is pending,
MP housing board said that MR Telang (my self) is not our consumer,because still we have not allotted him any plot,and local consumer forum does not have right to intervene in this matter,
Is it correct?
Do you have some decisions/citations in which forum or any court has been given decision in favour of consumer?then please provide me the same,
Please guide me.what can i do more in this matter?

you made an application pursuant to advertisments issued By MP housing Board . your application has been aceepted . payments taken from you from time to time .
you would be a consumer . you dont need judgements
