Exemption from passing departmental tests.

As per the existing rules,the employee can be promoted to the first level of promotion after crossing 45 years of age duly exempting him from passing the departmental tests. This exemption can be availed only once in the entire service and he is not eligible for further promotions. If the employee passes the prescribed departmental tests after promotion (duly exempted him from passing the departmental tests, is he eligible for second level promotion or not?

This query is absolutely vague. it does not describe :-

(i) whether the post of is central/state govt or of PSU/authonomous body.

(ii) Whether the condition of deptt test is prescribed in recruitment rules for the post.

(iv) whether the exemption of 45 yers is provided in RR itself or it is by way of administrative instructions.

Probably, Mr. Srinivas has not been able to give proper background of the case, as in case of certain appointments increments and promotions are subject to passing of some prescribed departmental or typing tests, as per their recruitment rules. The present case seems to be not pertaining to usual time bound promotions, but as a matter of some concession to the employees, who could not pass the prescribed departmental tests.

So, Srinivas may first check his departmental recruitment rules and then come forward with adequate information before asking for his query.
