Denial of deputation to other deptt

Border Roads Organisation under Min of Road Transport & Highways banned all deputation of their staff to other deptt by stating the reason of large erosion of staff to other deptt & deficiency in cadres. Myself willing to proceed on deputation to other deptt. Due to ban, Deptt has not providing NOC.

Is this can be challenged

Only on partiality grounds, if the department allows some other officials to go on deputation while refusing NOC to you.

Deputation is not enforceable right. However as sated by Mr Dhingra if the decision is discriminatory then it can be challanged. In your case as the your description indicates, it is non-discriminatory.
