Publication in official gazette

Please tell me what is the procedure for publication in official gazette, is it same in all the states. Also suggest me will it be helpful for the discrepancies in date of birth in matriculation certificate and birth certificate.

Request to be made to the Director, Stationery and Printing,(name of STATE)
for publishing in the official Gazette with the following documents:
(a) Original Affidavit signed by Notary Public.
(b) Attested copy of Ration Card.
(c) Attested copy of Birth Certificate
(d) Attested copy of any document mentioned in the affidavit and
(e) Payment of fee which may vary from state to state.
