Selling dairy products

my brother want to sell homemade dairy products like cheese, butter ect. in local retail market, as 'gruh- udhyoga' products. which laws applicable to his business? does he need any license/certificate/registration? which laws are affected to small-scale dairy biz? pls help.thanks.

For manufacturing and selling of food products, license under Food Safety & Standards Act is mandatory along with other certificates from local municpal authority etc.
