Clarification about a "validation document".

Respected Experts,
I came to know that a “Validation document” is not a completed document under Indian Registration Act, 1908. My colleague has argued that a “validation document” is duly a completed document under Indian Stamp Act, but it is not a completed document under Indian Registration Act. So plz. Clarify.
Validation Document Means :An un-registered document can be registered at any time before the concerned Registration Officer, after paying the required stamp duty and penalty and wherein the executants are not required before the officer for registration.

In my opinion for regn., executant presence is necessary. In his absency you cannot register the document.

Though I could not comprehend the query.
In all cases presence of executant is not required. Classic examples of such cases are Registrations done through POA/executant being ill/bed ridden etc.

Respected Experts, I am giving you some more information.
In State of Andhra Pradesh, there is a procedure in “validating” an un-registered document (means only registration is pending, but other formalities have completed) wherein the executants (Vendors) presence is not necessary. In such a case, can we say that the said document is a valid document as per Indian Registration Act 1908 and Indian Stamp Act 1899 (As applicable in State of Andhra Pradesh).
