Ban on smoking in public

In our area smoking is banned in public places.

I do stop them but What can be done about it if you see someone because by the time you call cops the cigarette is finished.

Because it is not an urgent matter, the police doesn't care much about it and will shrug it off.

What should be done?

you can file a complaint before SHO of your concerned area or Commissioner of Police in this regard and approach to follow or implementation of the rules strictly.

COLLECT EVIDENCE BY VIDEO, OR CAMERA WITH ONE OF YOUR WITNESS STANDING NEAR HIM,
IT WILL SERVE PURPOSE, AND PUNISH THE SMOKER.

Don't take too much tension for such matters. You cannot correct every smocker. (I am not a smocker.) Instead of spending your precious time, energy and money and also peace of mind, to stop such smockers, just ignore them and as far as possible keep away from them, as I am doing, to avoid bereathing their smoke.

I do not no why states allow production and sale of things like tobacco and wine and then prohibit it's use.
Why such a duality is found?
Sheer revenue earning or something else too?

Cops are loaded with huge work.I hardly see any action possible.

Though that may be the way to collect evidence as suggested above.

Complain to police officer nearby whenever you see someone smoking/ selling tobacco in places prohibited.

You can file writ also for implementation of the orders of the govt.
