well really a sorry state of affairs.
as far as appointment on compassionate ground is concerned, it has to be governed by rules.
find out whether any particular post is available for the purpose, whether timely representations were given to the department.
mere judgments will not help you if there is no statutory right created in favour of you.

compassionate appopintment is thereonly fro the dependests of Govt employees dead during service irrespective of fact wheter candidate is handicapped or not.
For handicapped persons there is provision of 3% reservation on the posts identified seperately with respect to each disability. It is manddatory for the Govt employer to allocate such posts as per Persons with Disabilities (Equal Opportunities, Protection of Rights and Full Participation) Act, 1995
