Can The Secured Creditor Bank Sell The Immovable Property of Trust Without Permission of Charity Commissioner? If yes in which situation?

If Trust had not obtained the prior permission of Charity commissioner prior to mortgage, why bank is required to go and obtain permission for recovery of its debts?

Mortgage itself supersedes all authorities.
