Road utilization in dc converted layouts

My friend is having a site in DC converted layout. His layout has another DC converted layout next to it which is on main road and the neighboring layout is not allowing the public of other layout to use the layout roads to reach the back layout.People at layout must take a long diverted route to reach home because of this Is there any rules to Restrict Public from using a layout roads by the DC converted land owner?

There is no such previty attached with DC converted land owner as mentioned in your query. Any affected person can make complaint to DC or may file civil suit for injunction restraining such person not to create obstrction for the general public to use such road as this is a public property.

Is the road getting encroached?
No public place could be used for public use causing hindrance to the people in general.
You can bring appropriate remedy through the civil court by praying for injunction.
