With cost must pay

Querist : Anonymous (Querist) 22 August 2011 This query is : Resolved 
dear all experts,

one of my friend filing PIL in the High Court, the court dismissed and with cost 25K awarded, now he is not able to pay said amount, in case he is not pay the amount what are the action taken by the court ?

The court may at the behest of the Opposite parties of the said case may initiate contempt proceeding against the writ petitioner.
