Not satisfied means what? Is the reply incomplete or incorrect? If the reply is incomplete or incorrect, your client may file appeal. If he wants clarification, there is no bar for filing a fresh application specifying in detail the information that your client wants to have.
M. PIRAVI PERUMAL (Expert) 09 February 2009
If he is not satisfied with the information furnished by the PIO. He can prefer an 1st appeal to the appellate authority to direct the PIO to furnish correct information. If you are aggrieved by the appellate authority then you can prefer 2nd appeal Information Commission.

Dear Mr.Soni,

It would have been easy if you have given complete details in your query. Anyhow, if the PIO is that of a State Public Authority, please note that the 2nd appeal lies to the State Information Commission whereas if it is a Central Public Authority, the 2nd appeal lies to the Central Information Commission.

Please note that the first appeal is to be filed to the Senior Officer of the PIO who has been designated as the Appellate Authority by the Public Authority concerned within 30 days from the expiry of the prescribed time limit from the receipt of decision. Further, second appeal to the Information Commission concerned within 90 days of the date on which the decision was given or should have been given by the First Appellate authority (delay, of course, may be condoned by the Commission if sufficient cause is shown).

Hope the issue is clear. With best wishes,
