My wife R.Jayanthi, enrolled for LLB(part time) course in Seshadripuram Law College, Bangalore University, Bangalore in 1998. She could not attend even a single day due to her other house occupations, though complete payment for the year was paid. The college is refusing to give the certificates back saying that the payments for all the three years are to be paid for collecting the certificates.
I have read in the newspaper somewhere that as per the ruling of the court, the colleges have to give back the certificates without having to pay the fee for the rest of the years, in case of discontinuing the studies.
She is unable to make use of the certificate to proceed further, kindly help me get the court ruling to get back the certificate.

No institute or organization has the right to withhold the personal qualification certificates of any person. If your wife has paid the fee for the course even for not attending the course and have not taken any service of the college, she must serve the college with advocate's notice not only to return the certificates, but also to refund the fee.

First ask your wife to sent a representation to the institution for give back your certificates.. Just wait for their further steps.. If there is no response mean just file a writ petition against the institution.. You can..
