As per the CCS (CCA) Rules, 1965 who is the authority to consider the application of bias against the Inquiring Authority? (Refer GOI decision 14 below Rule 14)

To the disciplinary authority who had ordered the inquiry. If the inquiry authority and the disciplinary authority are one and the same, go to CAT.
