Co worker's role

Dear Experts, what is the role of a co worker in a domestic enquiry? Whether he can be only an observer or can he actively take part in the enquiry, like cross examining the witness etc.,? Thank you.

a co worker is the representative of the delinquent employee. He can assist a charge-sheeted employee in every way. he can appear as wetness and can cross examine the management wetness on behalf of delinquent employee during the course of domestic enqiry
