Whether a third person can file an application for cancellation of bail ?

No. Such person is not affected by bail cannot file for its cancellation.

Only the de facto complainant or his relatives getting affected in the case can file petition for cancellation of bail.

The complainant can only file cancellation by mentioning proper grounds. As a third party would not have any involvement in that case so he has no reason to apply.
