I have bought a mobile phone and the MRP of the mobile is 1999 but the shopkeeper took 2500 and gave me bill of 2500......what will I do ?

Go to consumer forum. Fight the case on your own else you have to shell out more than what you have lost.

first send legal notice to shopkeeper to refund excess amount to you.

Contact the seller and ask him to refund the amount. It is simple way out. If he refuses, you can go to consumer forum.

Can file a case in consumer forum. Though the expenses would be more the claim apart from time in litigation.

for Rs 2000 cellphone going to consumer forum is waste of time and money . according to you he has over charged you with Rs 500 . your out of pocket expenses would be more than said amount . if you hire a lawyer then costs will further increase

In Hotel Nyay Mandir vs Ishwar Lal Jinabhai Desai (RP No. 550 of 2006, decided on December 14, 2010) the District Consumer Forum in Bharuch, Gujarat, asked a hotel, which charged more than the MRP on four bottles of a soft drink, to refund the excess amount of Rs. 22 collected from the consumer. In addition, it awarded a compensation of Rs. 5,000 and costs of Rs. 1,000 to the consumer and also directed the hotel to deposit Rs. 1,50,000 into the Consumer Welfare Fund. This was upheld by the consumer courts at the state and the national levels.

First issue a legal notice to the shopkeeper quoting the marking of rate in the wrapper and that of the bill, you will get a relief immediately or else you can approach for compensation also besides claiming the difference amount.
