Whether a Tahsildar's No Objection Certificate (NOC) is required for a land held under a condition patta (such as assigned agricultural land or conditional Natham patta) depends on the nature of the application and the status of the lock-in condition. A condition patta is granted under welfare schemes or land assignments with specific legal restrictions.
Since condition patta land remains under government oversight, utility boards (e.g., TNEB for agricultural power connection) or agricultural departments often require a clearance or NOC from the concerned Tahsildar or Village Administrative Officer (VAO).
The land cannot be bought, sold, or transferred. Sub-registrars will refuse registration, and a Tahsildar cannot issue an NOC to bypass this legal prohibition. Any attempted sale deed during this window is void ab initio.
Check the exact year the condition patta was granted to determine if the mandatory lock-in period has expired.
For any new scheme, utility, or mutation request, approach the Tahsildar's office with your original patta, Aadhaar, and active cultivation details to obtain the necessary clearance certificate.

Yes, a Tahsildar’s No Objection Certificate (NOC) or clearance is generally required when registering a new agricultural application (such as applying for an agricultural power connection with TNEB/TANGEDCO or enrolling in government agricultural schemes) on land assigned under a condition patta.
Verify the year the condition patta was granted. Some conditional assignments have a mandatory lock-in window (e.g., 10–15 years), after which standard patta conversion rules may apply.
Tamil Nadu Electricity Distribution Code (Regulation 27): Outlines ownership documentation standards. Proof of ownership normally requires an unencumbered title or computer Patta. When land conditions restrict standard title/transfer (such as Condition Patta, D-Kapat / Assignee Land, or Natham Condition Patta), TANGEDCO treats it under conditional/restricted ownership provisions.
