Quick Summary
This discussion addresses the validity of a regular B.Ed degree obtained while employed in a government job. The key question is whether the department granted permission for the ongoing course. While the degree itself is generally considered valid as it's issued by a competent university, the propriety of pursuing the course after joining service might be subject to departmental conduct rules. If no specific rule mandates prior permission, completing the degree is unlikely to be considered misconduct.

You have informed about you are appearing degree, but did the department give permission? If yes, your degree is valid.

Where you are employed - State or Central? What are the provisions of the Conduct Rules as to mandating permission for pursuing further education?

Irrespective of such conditions, statutory or otherwise, the degree is valid. No public authority is conferred with the powers to invalidate the degree/diploma granted by a Competent University.

Only question is the propriety of pursuing the the further education after you had pursued after joining service, if a statutory condition mandating permission is provided in the respective Conduct Rules. In the absence such a provision, continuing the course in acquiring the degree, per se, does not constitute any misconduct.

Your regular B.Ed degree is technically valid in terms of university completion, but its legal validity for future government promotions or service benefits depends on formal departmental approval (NOC).
Under UGC and Indian Civil Service Conduct Rules, an individual cannot legally pursue a full-time regular degree while simultaneously holding a full-time government job. However, because your course work and internship were already completed prior to joining the service in April 2025, your situation falls under a specific administrative exception.
