The POA given by the complainant to a third person to conduct the case further on his behalf, shall be filed in the court by the complainant's counsel along with a petition seeking permission for POA to appear on behalf of complainant.

Before the evidence commences he can give POAA. However the POA holder would not be fit to give deposition unless he had personal knowledge of the dispute.

The POA can give evidence on behalf of the complainant, but not on matters which are personally known by the latter.
