Restricted Arbitration by Railway

Arbitral Award in a matter of unpaid dues for supply (2005) to Zonal Railway, referred to Railway's own appointed (2008)Sole Arbitrator at Jaipur, is now said to have been finalised (April 2010) after hearings during 2009 and the demanded costs have been paid without knowing the outcome of such restricted Arbitration;
What steps would be required after receiving the Award (in favour or against the victim-complainant?

Is it not incumbant upon Railway to honour and abide by the Award by their own nominated sole Arbitrator ?
Execution proceedings may further delay and frustrate the Small Scale Indl. Unit-claimant, having already suffered non-payment by Railway for 5 years after supply ?
Any short cut than the civil execution proceedings ?
