Is it a legal query which solvable amicably? And you can report it to the Society of CHS and if they do not take action, you can report it to the joint Registrar/Registrar of Coop. Housing Societies of your district.

If the neighbors do not accede to the request and continue to disturb by such nuisances, you are entitled to give a complaint to either the local police or local civic body for taking proper legal action for this civil nuisance.
The Central Pollution Control Board (CPCB) permits a maximum noise level in residential areas of 55dB(A) between 6am and 10pm. This threshold falls to 45dB(A) from 10pm till 6am. Db(A), or a weighted decibel, is a measure of how loud something sounds to the human ear
Police have invoked a 2005 Supreme Court order which puts a blanket ban on playing of loud music in open places after 10 pm. Playing music in open places is a cognizable offence under Karnataka Pollution Control Act and Police Act.
