I m a central govt. Employee and have completed my probation of 2 years service now I want to take EOL for study and I know that it would not be granted to me. I want to take nearly 8 months leave, what should I do? I don't care if it would be only break in service. I don't want to resign till my further selection. If I simply give reason for personal domestic work and send the letter by post and then underground means switch off mobiles etc. Only communication by post . Then what would be the maximum punishment for this by the department.

All that is required is to submit the application for leave. However, please note that leave is not a matter of right, but at the discretion of the Leave Sanctioning Authority.

Removal from service would be the penalty for unauthorised absentce from duty. However, that will be after due course of departmental inquiry in which you will be given an opportunity to defend your case on merits..

Verify the leave rules.If there is provision for study leave, you can convince the authority and aply for it. If no provision for study leave, you can still request Exra-ordinary leave on loss of pay. If these two is not feasible, you can enter on medical leave, and to face the ordeal of convincing the medical board.Neverthless, understanding with the authority will save skin.

He is central Govt emplyee governed of CCS (Leave) Rules.
study leave is admissible :-
(i) if employee is permanent:
(ii) if willing to serve for three years after expiry of leave.;
(ii) if the course of instruction (in the opinion of deptt) is of definite benefit to functional efficiency of the post held.

If I will give medical for 3 months now and then join duty and 3 months medical in next year then what would be the negative consequences . Will they conduct board of medical against me to verify and what are the chances to conduct medical board.

Discretion rests with the leave sanctioning authority. He may or may not send your case to the Chief Medical Officer of the District Hospital for 2nd medical opinion.

Apparently, you are making hypothetical queries one after the other. However, fake medical can lead you to dismissal from service with disqualification for any further Government service.
