Procedure for cancellation of anticipatory bail

My sister filed 498A case on Impotent sadistic husband and his sadistic greedy family members.
Charge sheet is also filed 3 yrs back. But Husband's brother only took Anticipatory bail just before charge sheet filing and ran away to Foreign country. We have solid evidences of his stay in other country without informing courts.
he is big sadist along with husband who cheated us big time. He happily escaped (for time being) from the case by spoiling my sister life and our lifes. We have been fighting for justice from last 3 years, but recently came to know that we can cancel his Anticipatory bail and arrest him as he is not attending courts as he is on anticipatory bail.
What's the procedure to be followed for arresting him when arrives India or in other country by cancelling his Anticipatory bail.

You must have faith in the lawyer engaged by your sister contesting her case.
Was there any condition imposed by Court not to leave country without permission when the petitioner was granted anticipatory bail in the case u/s 498A IPC?
Discuss with another local prudent lawyer if your sister or yourself have no (or lost) faith in the lawyer engaged by her.

Court granted AB without any conditions in it. Do we need court to impose explicit conditions for this?
Is it not general thing not to run away to other countries after taking AB? For what purpose, courts are granting bails to criminals?
Shall we file a petition in High court on this issue because he is not attending courts for 2 cases 498A and DVC?
Can High court cancel his AB if we file complainant? He spoiled our lifes completely and we want these criminals to be punished for jailing for better society.
