Not able to fully agree.

as per CCS(Leave)_ rules you can avail study leave (if permitted by the deptt) and if the departmentl feels the course of be beneficial top your profession and if you are permanent employee and have rendered five years of service.

This leave need not be consecutive in one go, it can be in broken spells and can be combined with any other admissible leave (subject to overall ceiling that one cannot get leave in one spell beyond five years.

In that case you have liability not to resign till expiry of 5 years (check if it is three years) from the date of completion of last spell of leave.

The extent rules should also be available within your own dept.
Go thru these carefully and ascertain whether the T&C suits your long term interest or not!

Apply your rapport, goodwill with authorities and get sanction/approval.

Have you applied for study leave? if not, presently you don't have any such problem. So, at first make application to the competent authority. If rejected with some specific reason, you may come forward to seek help of experts with reference to that particular problem. Otherwise, based on your description, you are eligible for the study leave.

I agree with expert advise of Mr. PS Dhingra ji.
Is there any dispute before submitting and rejection of your application for grant of study leave?
It is premature query for academic debate.
