Harassment issue

If any higher authority financially harassed his subordinate by passing illegal orders and throwing in courts. Courts established prejudicial action. If prejudic action is well proved with documents. Higher officers corruption involvement and protection to corrupt official is also proved. How to take legal action against such officers. And what legal action can be taken for such harassment. Please guide me in detail.
