Sir.
Can the private registered land of anybody else be used as a way or passage to approach road? And can drainage be passed thro’ someone’s’ private land? Thanks

No unless it is recorded as public path in land records. You can file suit for injunction.

Land shall be acquired first and then the drainage etc. shall be passed through that land. Govt. can acquire land of any private person as per provisions of land Acquisition Act for public purpose.
