Denial of NOC from chairman n the secretary

I am the seller n applied for NOC from the society after the registration with the buyer n had submitted the bank format for NOC to the society n had sent an application for NOC 2weeks in advance. After all verbal approvals the Chairman n the Secy. say that an FIR has been filed against them by a member of the society on grounds of abtaining deemed conveyance basis fake documents (claims to be an overnight development) . They say they cannot issue an NOC basis this. However, to my knowledge a case has been registered against the 2 in 2013 n they r fighting it out since then claiming the documents are authentic. The last flat to my knowlede was sold last month and they are the ones to issue NOC. My question is can they deny NOC to me in such a scenario?

The whole case is required to be examined in its entirety ny some lawyer, along with the noc issued for another flat, for arriving at some conclusive opinion?

If the court has not issued stay on the powers of both, they are refusing on wrong grounds. send legal notice.
