Under the circumstances, against whom the land owner(Pattedhar) Mr.'X' to approach the appropriate Authority to get the possession of the land; i.e., Mr. 'A' or Mr.'B'.

There is no such court namely "Land Grabbing Court" in India. In the given circumstances, you should file case against all concerned. Apart fom civil suit, you should immediately file a criminal case under section 420/467/468/471/120B IPC against both A & B.

No benefit of adverse possession is available to such land mafia.

In civil matters, it take long time say 3-4 years but in criminal matter, immediate action is taken. In civil suit also, stay orders can be obtained within a few days say soon after notice.
