temporary place provided by the private builder

hi, everyone
i want to ask following question:-
1) the Private builder has given a temporary place(transit camp) to reside for the members, (in this case society has been formed later.)
2)I have heard that if the builder were to belong to the Government then "the said temporary place" were not to be given for rent further to the third person.
3)so, the above case(point no. 2) is also same with the private builder? And is this legal in the eyes of Law?

Expert Mr. Patil is right in his opinion stating that the alternate accommodation cannot be sublet, it will be an illegal act.I agree with his views on it.

1) It was a very old building which was so weak that any time it could collapse. So, 2-3 such buildings along with our building in near by area was taken over by a private builder for development. He provided us with temporary room in remote area. We cannot stay there ....Can we rent out such temporary rooms?
