Land acquisition new act

Grampanchayat is planning to acquire part of my NA plot for consstruction Big Gutter of 10 Feet width. Grampanchayat want to acquire part of my NA plot land under compulsory land acquisition.

Grampanchayat is planning to start process in 1st week ok of December 2013 Will new Land acquisition act apply in this case for payment compensation to me ?

Without any compensation land aquisition invaild under Art 300A of the constitution of india

land acquisition is possible with prior notification through gazette publication or news paper publication of such an ordnance by the government with the details of compensation amount
