Tenant car parking

Dear Sirs,
I have 2 Flats in co-operative Housing Society which we have given to 2 different tenants. In our Society there is stilt parking which were sold/allotted by builder to members of the society some 12 years ago. And Small Open space or compound which is also used by members for parking their cars.There are approx. 4 stilt owners who park their 1 car in stilt and 1 car in open space. after this there is very limited space available for remaining members to park their cars. Now the managing committee has decided to disallow tenants' car to be parked in open space of the society. Upon my strong protest they have asked me to debate this issue in coming AGM (which is going to happen in next 15 to 20 days) but attitude of the committee indicates that they are going to pass this resolution in AGM with majority support of the members.
My question is,
1) whether AGM has powers to pass such discriminatory resolution?
2) In the case of shortage of parking space can AGM compel the members who are parking their 2 cars (1 in stilt and 1 in open space) to remove their 1 car from open space making space for deprived members like me who has given their property to tenants?
3) In the event of non availability of Parking Space do MEMBERS have PRIORITY over TENANTS or they should be treated at par with other members?
3) Is MODEL BYE LAWS provide any protection to members like me in this case?
4) If so does AGM has powers to amend MODEL BYE LAWS?
5) is it compulsory for society to follow MODEL BYE LAWS? (in 1st AGM before 10 years it was decided to adopt MODEL BYE LAWS)
