Illegal remand of juvenile boy

Police arrested juvenile boy of 14 years on charges of 379 theft.Despite parent showing document that he is minor police produced him in regular court and he is wrongly remanded to judicial custody.
Lawyers moved transfer petition to regular court requesting to transfer him to reform home from jail and same is allowed with direction to produce him before juvenile court. in this process he was in jail for one week
Now question is
Juvenile can ask action and compensation against inspector of police who deliberately showed him major
which court
state human right commission or High court
useful suggestion and advise in this case from expert
