Law catches up with coaching
classes in Maharashtra

The Maharashtra Coaching Classes (Regulation) Ordinance, which seeks to curb proliferation of private coaching classes, was promulgated by Governor Dr P C Alexander on October 13. 2000

The ordinance makes it mandatory for all coaching classes to register with the government and renew the registration every year. It also bars employees of government and aided schools from teaching in such classes.

Disclosing this to newspersons on Monday, Minister of State for School Education Anil Deshmukh said the ordinance would come into effect once the gazette notification was issued in a day or two.

Deshmukh disclosed that for the first-time registration in rural areas, coaching classes would have to pay Rs 2,000. The yearly renewals will cost Rs 1000.

In towns, which have a municipal council, the first-time registration will cost Rs 3,000 and the subsequent renewals Rs 1,000 per year.

In municipal corporation areas the first-time registration will cost Rs 5,000 and subsequent renewals Rs 2,500.

As per the ordinance the coaching classes would have to ensure that there is a minimum of six square feet of space for each student in the class.

The classes will have to maintain a register of students, teachers and their qualifications, the fee structure and class timings.

Deshmukh said that the classes would have to display information about subjects taught, fee charged and timings on their notice boards.

The ordinance also puts several restrictions on coaching classes as far as their advertisements are concerned. For instance, classes will no longer be allowed to take credit of the success of their students in print or audio-visual advertisements.

The ordinance puts in place a fee structure too. In rural areas and class 'C' municipal councils fee chargeable for one subject will be Rs 700 and Rs 4,000 for six subjects.

In 'A' and 'B' class municipal councils - fee chargeable for one subject will be Rs 800 and Rs 6,500 for six subjects.

In municipal corporation areas (except Bombay) fee chargeable for one subjects will be Rs 1,000 and Rs 6,000 for six subjects.

In Bombay, the fee chargeable for one subject will be Rs 1,200 and Rs 7,000 for six subjects.
