what happens if one member declines to sign deed of apartment because builder is making him unjustice.whom he can approach for justice? can formation of association be held up in such an event?

builder can form cooperative society or register declaration to apartment owners . if majority of members have agreed for deed of apartment one member cannot hold the other apartment owners to ransom . the said member need not purchase apartment from builder if he is not comfortable with the idea of being an apartment owner
