Registration (karnataka amendment) act, 1976 issued in government notifications

(Querist) 26 April 2013 This query is : Resolved 
Respected Sir/Madam,

We are buying a plot of agricultural land in Karnataka and one of the primary sale deeds, it is mentioned that this land does not have any objections under the following acts:

- "The registration of the following documents are declared as opposed to public policy by Government in exercise of powers conferred under S. 22 A(1) of the Registration (Karnataka Amendment) Act, 1976 issued in Government Notifications
(1) RD 132 ERG 76, dated 14th March, 1979;
(2) RD 44 ERG 81 dated 30th March, 1981,
(3) RD 132 ERG 76 (P), dated 3rd July, 1985;,
(4) RD 132 ERG 76, dated 20th June, 1988 "

Can you please explain what are the implications of the above mentioned acts and where can I read more on these acts?

Respected Learned Council, I'm not sure if this is academic or not. Sincerely I'm in need of help.

I'm trying to figure out if this land does not come under restriction of these sections mentioned below:

1. PTCL Act, of 1979,
2. Section 79 A&B endorsements,
3. Section 7 & 7a.

I'm seeking the experts advice here, as I'm unable to get the land records from the records room, due to elections in Karnataka on 5th May.

Meanwhile Landlord is pressurizing me to give him 5Lakhs as advance, as he is in urgent need of money and cannot wait till the elections are over for people in tasildhar's office resume work.

I request the learned council to help me in this regard and help what are the above mentioned circulars are?.
