Is it legal to conduct preschool in residential property (independent bungalow)

I am planning to start a preschool (Eg. Eurokids/Kidzee) as a franchisee.
Two questions:
1. If I start this in a standalone independent residential bungalow (not part of any society), is it against the law?
2. In the lease agreement, can I say that I am leasing the residential property for a commercial activity of running a pre-school?
As a middle-class person, I would like to be clear on the above before entering into the business. Facing legal issues in future would be a big blow after investing a lot of money. There seem to be 100's of preschools and other small commercial "services/businesses" running from residential premises in every city, so it seems it is legal, but I want to be sure!

Though the reply to both the queries is no but it shall be better to obtain a due permission from department of human resources of your State for safer side..
