In personam (literally, “against the person”) proceedings identify a person individual as party to the lawsuit.

case is filed against a person who is listed in the pleading caption

In rem (literally, “against the thing”) proceedings allow the court to obtain jurisdiction against the property

In rem means applicable to the whole world, everyone

In personam means applicable to only that particular person. / no one else.
Binding effect is limited to concerned person
