Registration of my flat

Dear Sir/Madam,

i have purchased a flat in the year 2009 and i have paid entire amount to the builder by June 2011 but registration of my flat is still pending. I have applied for the home loan at different banks but it is getting delayed for one or the other reasons. Now my question is whether the builder has right to cancel the agreement only because of the delay in registering? can anyone please tell me how to defend this issue?
