Applying in lower pay scale

Sir,
I am working as class-I gazetted officer in central government in the Pay Band PB-3 grad pay 6600.Recently some vacancies of PGT(Post Graduate Teacher) in the pay scale of 9300- 34800 GP 4800 have been advertised by DSSSB(Delhi State Subordinate Services Board).Sir I want to know whether I can apply for these posts through porper channel as these posts are in lower pay scale. Can I get age relaxation for these vacancies being a central government employee.If yes, will I get pay fixed in the same pay scale PB-3(15600-39100 GP 6600)after giving technical resignation.Can I also apply for UPPSC (Uttar Pradesh Public service commission)Upper and Lower subordinate services through proper channel?

I cannot advise you on the pay scale etc. But, you can surely apply for any post subject your eligibility (age and education etc)

Age relaxation can be granted acccording to the rules applied in the advertisementof the state govt concerned and not according to ccs rules.Secondly if age age wise and qualification wise you are eligible have you any legal authority to convince government to offer you
PB-3?.Usually employers are reluctant to grant higher scale.

Sir,I came to know through one of my collegue who was the president of officer's association in our centre that one can apply for UPSC and state PSC exams through proper channel but you will not get scale protection.But for the post advertised by these PSC's where they ask for experince for previous service, you will be fixed in your present scale in which an employee is working i.e. one will be given scale protection.Is it true?

Respected Sir/Madam,
I am working in Central Government. I was eligible for the payment of Approximately Rs. 50000 in 2009. I made several communications to administration of my department explaining my eligibility for the payment and requesting to release the payment but the competent authority informed me two times that I am not eligible for the payment and he didn't release my payment. When I wrote to next higher authority about my eligibility and requested him to release the payment with accumulated interest, the competent authority,who was earlier denying, released the payment in 2013 but after four years. I was not paid the interest of four years on my amount. The competent authority said that there is no provision of paying interest as this is the procedural administrative mistake. May I get the interest of four years from the department or erring officer on my late payment through Hon'ble courts? If yes, should I approach to Hon'ble Tribunals or Hon'ble High Courts?

For your grievance of not being paid the interest, you have to approach the Central Admv. Tribunal.
But before that, you have to make a specific representation to your authorities concerned demanding the interest. If either on the basis of their refusal in writing, or after lapse of reasonable period - three months from the date of representation - if no reply is received from them, then you can approach the Tribunal. If already they had refused in writing to pay the interest, then on that basis, you can straight away approach the CAT.
