Public toilets overflowing and no is cleaning up

There are public toilets adjacent my room.
before six months the builder build three more toilets for whose room has demolished by builder. That time i have not taken any action. but now a days the sewerege line is chowk up and from both the sewerege line overflow from my door. it is a very dangerous situation, no one is taking interest to clean up that. I wrote a letter to builder but till he has not taken any action, so I ask the authority people of builder, they said that this is not our work. I told them that due to your construction work it is chowk up and there is no proper line for sewerege. two months before also i complain to BMC but they also given same answer that There is SRA so they can't do any thing.

I think it is a builder's people's policy to harrass me because I have three rooms and I had three affidavits which i have done with prior builder but that builder sold this plot to Akruti and he is not ready to give me three rooms. that's why he has a malafide intention.
where to complaint, please help me.

While sending the notice as advisd your lawyer should cancentrate on Sectin 133 XCrPC and there may be no need to file civil cuit.

The most effective legal action is to file a petition under section 133 of Criminal Procedure Code before your SDM against the erring persons.
