if proprietor engage in the business of tax free sale and purchase business then it is applicable for Tin and his sale exceed the limit specif iced by sale tax.(haryana)

Tin is must for trading and commercial business , don't need to confuse with limit slab,
But if the turnover is exceed the limit norm proscribed by the state VAT department then you have to liable to pay tax from the first paise sale.

I disagree TIN is not compulsory, if the trader doesnot have sales upto a specific limit.

TIN is required beyond a specific limit.

If the sales exceeds the specified limit, you become liable to submit due tax returns for which you must obtain TIN on time.
