Has any Overseas Citizen of India applied for RTI showing the Supreme Court decision attached and gotten a reply for his RTI?

Instead of citing some isolated SC decision, and asking query, can you please first post your fact situation and ask your question? That is the right way to ask the question otherwise the answers that you may get may or may not serve your purpose.

Mr. Ramchandran is the only one who has given some suggestion and I think the other "experts" should take this suggestion too. Please comment only if you have a valuable suggestion not simply to agree with another expert. This is creating spam in the form of email notifications.
