How can I prevent my neighbour, who has started excavation for his building, to reduce noise and generating dust and polluting the neighbourhood? All 3 sides of the site residences are existing.

How can I prevent my neighbour, who has started excavation using machines for construct his commercial building, from generating unbearable noise and dust. All three sides of the site residences exist.

Naturally there will be noise and dust at the time of excavation. You cannot do anything. If he is doing in the night then you can resist it by lodging a police complaint

Better you all the affected parties jointly approach the party who do the escavation and apprise your problem and request to do everything to reduce the inconvenience. If failed send a lawyer notice on behalf of all others and if necessary approach court for order of injunction.
