all time barred dismissed case with ref. to Negotiable Instruments

I want to know about time barred cases being dismissed as they were time barred only for High Court & Supreme court india.

it is applicable to every court including HC and SC. However, in those courts, the time barred factor relates to appeals, revisions etc. But generally speaking, that phrase applies to proceedings in the lower courts
